    Arizona clinic owner sentenced to 14 years in prison over $69 million medicaid fraud scheme

    Arizona clinic owner sentenced to 14 years in prison Over $69 Million medicaid fraud scheme

    A 54-year-old addiction treatment clinic owner in Arizona, United States, has been sentenced to 14 years in prison for her role in a healthcare fraud scheme that involved more than $69 million in fraudulent Medicaid claims.

    The U.S. Department of Justice announced that Rita Ntusa Anagho, who operated Tusa Integrated Clinic, LLC, fraudulently billed Arizona’s Medicaid agency between May 2022 and March 2023 for addiction treatment services.

    According to court documents, the clinic submitted claims for services that were either not provided or were not delivered as billed. The clinic received approximately $54.9 million from the Arizona Health Care Cost Containment System (AHCCCS) based on those claims.

    Prosecutors said Anagho and her associates targeted Native American patients covered under a Medicaid program that offered higher reimbursement rates. They also allegedly paid illegal kickbacks to sober-home operators for patient referrals.

    Investigators further found that treatment records were falsified to conceal the scheme. Anagho also instructed former employees to create fake medical records after the clinic received a subpoena.

    In addition to her prison sentence, Anagho was ordered to pay nearly $55 million in restitution. Authorities will also forfeit approximately $9.5 million in fraud proceeds seized from bank accounts and nearly $7 million in real estate properties.

    Anagho pleaded guilty to conspiracy to commit wire fraud and healthcare fraud in May 2025.

    The case was investigated by the FBI and the U.S. Department of Health and Human Services Office of Inspector General.
